Westminster College to Host School Tax Law Seminar

The Westminster College Drinko Center for Excellence in Teaching and Learning is hosting a seminar, "A New Sheriff in Town: New Financial Obligations for School Districts Under Special Session Act 1," Monday, Aug. 14, from 8-11:30 a.m. in the McKelvey Campus Center.

The seminar is designed for superintendents, assistant superintendents, and managers, and presented by Ira Weiss of the Law Offices of Ira Weiss, which focuses on public school district finance and tax issues. He has served as special advisor on financial issues to numerous districts in Pennsylvania over the past 25 years. Weiss has also taught local and state taxation at Duquesne University School of law for many years, and is solicitor for the City of Pittsburgh Board of Education and other school boards in the region.

The seminar will focus on the important new budgeting and revenue allocation obligations on all school districts, including: guiding the participants through a maze of requirements for the creation of the District Tax Study Commission, which must be in place by September 2006; explaining the implementation of the referendum requirements and impact on budgeting; and clarifying the exceptions to the mileage caps; and explaining ways of avoiding a lot of red tape.

The Drinko Center for Excellence in Teaching and Learning was developed to advance world-class teaching at Westminster and enrich K-12 education through outreach programs for area educators
